Hi, someone please help me. I used my Star Craft rumor to install some upgrades, I was trying for the Ships of Honor II (very dissapointed with the Templars too) Needless to say you can only fail 7 contracts and I was close, so I took the text of the Predator Tracking Array to mean that if my ship was equiped with it and I took a capture/kill contract that the enemy captain could not fly away. The first two times it seemed to work great they were at max range and turned around like they were trying to flee while I pummeled them with torpedoes till they were dead. The third time I tried this tactic, the ship still flew right away on me, I got off one torpedo and then he was gone. Does this not violate the upgrade?

No, it allows you to "spy" on an area for a fugitive. If you are a Bounty Hunter, the upgrade is redundant.

The method to use is to surveill the space before starting the contract. It will give you a toast saying something about getting tracking info on your target. Then, if you fail the contract for any reason other than it timing it, you can re-acquire it and try again. (and before that you should, of course, surveill again to get more contact info)

Da I guess I was logged out was why I was having trouble posting, and under name I entered ME, just call me an idiot. Anyway I think I understand now, if I am a bounty hunter, the predator tracking array is worthless, because his special surveillance skill already covers it, and if I need to use it, I just go to the square or planet where I am supposed to capture or kill and do surveillance first then I can prosecute the contract.

If you are a bounty hunter the tracking array uses a different set of bonuses.
Not worthless, just doesn't give you the same type of new special power bonus that it does.
I would have to check on if this works for Military Officer by giving them full Bounty Hunter abilities or if they get the bonus in some strange unexpected way.
ALSO ... Here is some Random Star Traders Trivia:
If you land in an Urban Zone where the Hall Rating is in excess of the Rumor + Danger of the adjacent (same planet) Wilderness Zone, you will automatically be aware of the Wilderness Zone Rumors as well as the Urban Zone Rumors when you land. =)
