Need to know how to build a refuel carrier. I try to modify the existing carrier and it only allows repair bays. What do I need to research? I have researched fleet operations which has refuel and deep space operations, but no refuel option.
What am I doing wrong?

Repair bay is used for both repair and refuel, so first you need to equip that. Then, go to the crew training page and set the third training to refuel. You should be able to choose between repair and refuel (but not both) if you've researched it.
