For me it usually comes by Year 6. If the economy is still "tanked" by then or starts to slip into deficit... Other politics stuff like Solar War over and over again is another contributing factor. It is time to delete and start over again.

Whenever a new update is released . Heh I just like knowing I'm playing a fresh game with the latest features and bugfixes. But also I've only been playing the tutorial map for now to hone my tactics and learn the game, so I don't mind restarting arbitrarily.

I am not going to restart if the game is going well anyway. Tutorial map and/or Easy AI just not the same as you will have to try very hard to have the economy fails on you.

Yeah I know it shouldn't ruin the saved game, and I wouldn't do it if I was playing a more serious mode or larger map. But since I'm just messing around with it for now I don't mind doing fresh restarts to take full advantage of the updates.
