So minor that it's hardly worth mentioning, but since the new update, after I had a situation where the Spice Hall was needed (i.e., bold), it now won't go back to normal even after the situation has passed.
Thought I'd mention it...

You sure that there wasn't some other criteria that was needed?
For example, if you had significant crew shortage, 9 HP of health, and your crew was low morale, the Spice Hall would be bold.
If you recruited a full complement of crew, the spice hall would still be bold until you resolved the other two facets.

I'm about 90% sure, since I specifically checked to see if I was forgetting something like the things you mentioned, but it DID eventually turn off. I'll keep an eye on it and see if it happens again.
