What I mean is if I get a new treaty, does the treaty have two versions of it at once unlocked, or is the credit one and the free one two seperate techs?

I tried all the treaties I have unlocked- duel of assassins, trade routes etc. None work. This happened on my phone (Motorola Droid RAZR), but I can test on my Kindle Fire later.
In vaguely related news, a Trade Route finally popped up while the Trade Embargo was still going so I went from -200 a turn to +150 or so a turn.
Can't wait to end that Embargo though. X.x
