When there is a rumor or conflict that makes a particular cargo sale in the exchange illegal and you have a cargo transport to exchange mission, I think that's what you're asking.
I should have quoted you. You said in a couple of posts ago that smugglers had the best chance of getting illegal and spice runs. That was why I was asking about illegal deliveries.
