Being able to upgrade say a Hab1 to a Hab2 for the difference in cost is nice, however it seems just as likely that you would see a similar reduction in the time needed. Instead it takes the exact same time as building a new one from scratch, additional upgrades cant be subsidized so there is no way to reduce that time. This forces me to either suffer through long build times to upgrade with newer tech or to subsidize new construction then decommission older outdated structures.
So I'd either like to see a basic reduction in time needed for upgrades or else a way to subsidize those upgrades.
Others thoughts and opinions on the subject are welcome.

I really like the way it works today, and changing it would require a substantial reevaluation of the mathematical formula used to scope and price.
Subsidized Upgrade may be the best solution and allow the game's math to stay in balance without a huge amount of work. I'll investigate.

While I am entirely used to subsidizing new buildings instead of upgrading lower ones, however it is generally a case of upgrading from a level 1 into a level 3 or 4.....
Double the upgrade price for a 25% reduction in build time would fit. However it might be easier to copy the 30% change.
