I have many colony's in various states of upgrades but now on a lot of them I can't upgrade anything because of this message. It doesn't seem to matter if the Starport is upgraded or not.
What does this message mean and why would it be keeping me from doing something like upgrading Hab 1 to hab 2?

sounds like a bug ... but I haven't been able to reproduce it.
I'm upgrading both Core and non-Core upgrades without issue on all devices, Android/iOS and PC.
Any other clues to help me, help you?

I got lazy and emailed you a Helium backup. It happens on mostly hab units and factories that at least 1 has already been upgraded. I haven't upgraded any mines, they are all level 1 and I don't get this message when trying to improve them. There's also 1 planet (Excanium) that has a Starport 1 and no palace and is doing it too. There's nothing in queue on several of the planets. I'm trying to find some pattern but there doesn't seem to be any.

I'm getting the same thing in a game I started pre-patch. I cannot upgrade more than one facility per planet, so if I upgrade one thing that planet will never allow me to upgrade again.
This is going on with both exchanges and hab units. If I upgrade either one I cannot upgrade anything else on the planet.
Playing a game using the clans, if that matters.

I just thought I'd chime in and say I'm experiencing the same thing. I have a world with several hab units, mines, a couple of factories and a spice den. All of them are giving the same error, except for the Starport which apparently I can still upgrade.
Immediately before I got the error I tried to upgrade the spice den, but I hadn't yet researched it. I figured the error message was just a wacky way of saying "you haven't researched this yet", but then it popped up on everything else. I don't know if trying to upgrade the spice den when it wasn't possible triggered it, but it was certainly the first time I noticed it.

Playing a new game since my old one was wouldn't let me upgrade. Started getting it trying too upgrade a hab on a planet where i had upgraded 1 hab already.
I did notice that the starport is showing as 'prime starport' instead of starport 1 like i think it used to. Could be unrelated but thought I'd mention it.
Guest101, if you try to "improve" and don't have it researched yet, you will just get no upgrade options.

Yeah, I just encountered this myself. On a colony, not yet tested on one of the primes.
I'm on a galaxy s3, with android 4.4.2
Just tested on devaltos prime -- this appears to be affecting every system. I didn't notice it this morning on my clan game, let me check real quick. -Edit: yes, this is affecting clan play as well. I can just build a new building from scratch and scrap the old one, effectively manually 'upgrading', but this is not as simple or convenient as upgrading, as you can imagine. More expensive too.

I have also encountered this issue.
A brief description of circumstances.
When attempting to upgrade a Mine 1 into a 2 or 3 when I already have a mine 3 installed. When attempting to upgrade a Habitat 1 to a Habitat 2, when the planet already has a Habitat 2 installed. When attempting to upgrade a Factory 1 to a Factory 2, while a Factory 2 is already installed.
It seems to trigger when you are trying to upgrade a facility when you already have a facility of that type at it's current highest level. Could it be a problem with a Facility class check against the highest level upgrade ? With it not allowing for duplicates (using a set instead of a multiset).
Just tossing ideas here... Not sure if you guys made this is c or java.....

Also having this issue. I have one Hab 2 and am trying to upgrade one of my other Habs to the same level and am getting this issue.
HTC one m7, latest everything.

Same issue, vylox summarized it very well. If trying to upgrade mine/habitat or factory and none are at highest available I can upgrade one structure to highest level, but if one already exists at highest level I get this error.
On Amazon kindle fire hd.

Same, Samsung galaxy on Google play. Once you upgrade one mine or Hab unit or anything else, when you try to upgrade another one it tells you it's already upgraded and you can't upgrade again.
I think this is (indirectly) my fault, I was complaining that there is no indication whether you have the ability to upgrade an existing structure, so they put this message in to let you know you've already upgraded it as far as you can. But I guess it sees that there is already a structure at maximum level, and applies that to all the same kind of structure that aren't at max level yet

Ladies and gentlemen, I'm very sorry about this bug. Ticket #2758 4X- Bug - Core upgrade already built and improved? Rico's Roughnecks -- you made a great suggestion and I botched the C++ roll to implement it. It's directly my fault =) Testing a fix now
