Right now I am at Ursae-Thulun Outpost (though this applies elsewhere). New Ship Plan is grey in Star Dock. Drat. Go to Military Base. Go to Rank Ships. Pick any one. Go to Ships at the top. Presto! Civilian ships available again! If this is a feature, I'm happy. If not, you should be rid of it.  |

Might be unfixable, but I'll look into it.

I've been trying for about an hour to replicate this, no luck so far, even using Ursae-Thulun. What device, Android OS, and build version are you on? It looks like it might be a device specific issue |

Oh it's not a bug or loophole when you look at a rank ship then hit the ships button it takes you to the review plans just like if you were on a normal ship

Review ship plan/new ship plan when you are looking at a rank ship and hit ships it takes you to review ship plans

1 go to new ship plan
2 go to a rank ship
3 tap on ships
4 it will do the same thing as going to review ship plan it won't refresh them

It will be blank if you skipped 1
