It seems that sectors along the border of the map that are directly above/below or to the left/right of a colonized system remain black even though they are within the "sight" range of the system. The screenshot below shows examples of black sectors in the top row above 2 of my systems. I have a similar situation with a black sector on the left edge next to another of my systems (not shown in this screenshot).
