knowname, ignoring is just a nice way of retreating. This is counted as a negative encounter, and as such,you lose RP. The challenge with -ve RP is that it can often spiral down without much input just because of random encounters that you ignore/retreat from.
Getting RP back up from -130 or so is pretty easy. It gets a little harder when it's in the -thousands, but again not impossible - it just takes longer.
What you need to do is one of the following:
Slow: if you can land on a Javat planet, you can get into the spice halls. From there you can pick up some contracts that you can do. That's great because successful contract = +rp. However, often you have numerous encounters while trying to land on the Javat planet, causing -ve RP for every ignore/retreat (or attack) you do.
Moderate: Wait for Javat to be in a trade war with some other faction, and then attack that other faction's merchant ships. You get -ve RP with that second faction at a faster rate than your +rp for Javat.
Fast: Wait for a Spy war or Solar war between Javat and another faction. Spy wars are particularly useful, but more about that soon. For Solar wars, blockade a planet of the faction Javat is at war with. You Blockade for a year or so (52 turns). You'll find your +RP with Javat SHOULD exceed your -RP with the other faction (although not always the case). It works better if Javat is at solar war with multiple factions because you can bounce between those other factions and therefore you spread your -ve RP out among other factions.
Spy wars are even more effective because you not only get +RP for surveillance activities, but when you DO get back to +ve territory, you can then go and sell the resulting records back at Javat to get even more RP. Alternatively, you can stockpile the records in a cache and then wait for the spy war to blow over. Then you go and sell all of the records you made back to the other faction and boost your RP back to close to what it was before you spied on them.
In all cases, it's important to keep your eye on the other faction's RP, because you're not going to be better off if you make a friend your enemy in order to make Javat like you. Unless that friend is Steel Song, in which case, you can laugh, and shoot down more of their ships.
Final thought - remember you don't need to be friends with everyone. Having one or two factions that hate you is perfectly normal and healthy. You get more XP from encounters than you do from pretty much any other activity, so if you can't shoot down ships on a regular basis, you're cramping your own growth.
Steel Song are an obvious target for an enemy because they have no real value in the game (no strategic benefit). I'm not biased at all - you can trust me here
