I tried the explorer route many times but did not achieve RRII but when I tried just doing "easy" missions nearby one faction (preferably DeValtos = more mission than other factions) I got it on third try with time to spare. Hopefully, there won't be too much bounty, spy and blockade missions offered.
You can carry 5 contracts, then use the map to plan your route, if you happen to pass by the other DeValtos planet, and have room for more contract, pick up more and max it to 5 and again plan your route accordingly. I find myself going in a circle.
Surrender to DeValtos Patrols, ignore the rest (you may surrender to others if you are carrying only secure datapads).
Train stealth for less encounter, try to merchant legal goods to make some money between the planets to cover the uniform cost and the party favors.

Thanks for assistance! I barely made it, albeit in a dishonest way (?).
I seem to have found a bug with Rapid Rank II as I was Rank 4 by 61.37, then by the time I sold all the stuff/did other rep magic, bought the rank 6 and claimed the award it was year 61.50 or so.

Yeah, rapid rank III is the one achievement I have yet to complete. I have no idea how I am going to go about getting this one, and have actually avoided thinking about it. But now I have a new goal for the game! I can't believe I overlooked this one!

I've got it, but only on Demanding. I've contemplated going for it in higher games, but usually I end up sacrificing other aspects of the character in order to achieve time-constrained awards. I'm normally left with the achievement, but broke, everyone hating me, a near wrecked star ship and no fuel. Given that my natural tendency is to be the diplomat*, the above situation is something I work hard to avoid.
*For the record, blowing up Steel Song and Thulun is a legitimate form of diplomacy.
