Well, I believe I have finally figured out requisition.
1: requisition. In the requisition screen you use RP to unlock steps in the ladder to give you more options, you don't actually buy specific items.
Under Veterans/equip these become available automatically for all who qualify. Soldier gear for soldiers etc. So you don't actually buy individual items for each person.
Perhaps because of this not working for me in phase 1, it now appears non intuitive .
I would suggest more dialog on how this works in the tutoria

I think you've got it right. The Requisition unlocks access to these things, and then in the Veterans list you can use them in leveling (new Talent levels) or EQ screen (Weapons, Armor, Gear). Some of the unlocks are used during battle (Tact Point Upgrades, Ordnance). When you are playing around with a Veteran's EQ, there is no cost so you can change as many times as you like, in-between levels, whenever for free. You just have to balance your choices against your Veteran's Gear Level.
