The Engineer's Heat Sink Talent shows that it is removing Heat, but it does not. After using it on my 100/100 Heat Scout twice for -32 Heat each time, it remained at 100 Heat.

I've noticed this too, mentioned it in another thread. What level do you have it at. It seemed to work for me when it was level 1, but after going to level 2 it stopped.

Cory TreseOk, new info. Level 1 of Heat Sink actually INCREASES the Heat of the Templar it is used on. My Scout went from 76 to 96 when my Engineer tried to cool him off. Wrong valve maybe?
