I factory reset my galaxy s5.
And it seems that google play and amazon versions of hos gold and silver do not keep up with the purchases. I can see the iap's in google and amazon on the history.

Crimson - if the "Restore" button in the store is not working, then you've got two optoins: For Google Play, start purchasing any item you've previously purchased. GPlay will recognize its mistake and restore the IAPs for you. For Amazon, if Restore doesn't work, you'll need to contact Amazon Support.

This is definitely a support issue.
After a Factory reset, common issues that people run into are ... - Reboot the device to set accounts - Reboot the device to reset Google Play - Correct Google Account is not signed in - Multiple Google Accounts signed in, but correct account not set as primary - Google Play EULA not confirmed on device for IAP - Google Play Services not installed - Google Play Services at wrong version - Google Play Services EULA not confirmed on device - Google Play Services blocked in settings or network configuration - Google Play Orders refunded previous and not restoring - Amazon Account not signed in - Amazon App Store out of date - Amazon App Store permissions incorrect (Android 5+) - Developer Options Turned On Blocking IAP, Network or Storing IAP
I'm trying to think of other issues ... this is a common issue with Android devices.
100% of the users I have spoken to this year have resolved these problems with device changes.
I process 2-3 of these issues per day and I have never had a single user unable to restore after device configuration.
About 10% of these requests do require intervention from Google or Amazon, so if the list above doesn't help contacting them will work.

Thanks for the info i will take a look. I did try yhe purchase but looked like it was going to charge me. Amazon has a policy against double charging for the same item -- in my testing it will just say "you already purchased this, downloading" and you get the IAP without any additional cost. If that sounds too dangerous to you, contact Amazon support via Chat and they can help.

I've been all over Amazon every day about their IAP issues. They keep saying "a fix is in progress" but they never actually seem to fix it.
Lots of people are having problems across the entire marketplace -- it isn't just our applications, unfortunately it is an Amazon problem that they're either unwilling or unable to address in a timely fashion.

No problem -- I love being able to help. Amazon may have broken their receipt system, but at least the re-purchase rules haven't changed in the past few years.
