You need a contact with black market as an option. Look out for Retired Explorers, Smugglers, Spice Traders and Fixers. Select the black market option from their menu list and it will take you to the card game.

Just acquired a retired explorer. The description of services said blackmarket, but his menu didn't show that option. Is he too low level?

No. The description lies.
I have lots of bug reports on which contacts don't deliver what they are said to. This is one of them. Retired explorers do not give bm access.

I've got a hold full of personal weapons components I need to sell. Go to a wilderness area. bury them. Wait until you find an indie world as will take them. Right now, the black market only helps you sell things that you could already sell in whatever market they already have except that this market has high trade law, so it is illegal to sell there. i.e. this is a farming world. but legality is 10. so I cannot sell fertiliser. I could if there were a black market there. Until the next release the BM is a serious waste of time, it is hard enough to find a world that wants your stuff at all and then it has to have a BM on top? Faster to just find indie places to sell it. BUt if you want to play the BM enter game, go right ahead. It just doesn't get you much now.

Contact description is fixed in next release. Black Market legality is fixed in next release. Regardless of what grävling says, the Black Market could be very good for your Weapon Components right now. If your Contact is on a world that has enough legailty to sell the Weapons Components but you don't have the Permit, get an Access 2 or higher card and you can sell the Weapon Components as if you had the Permit.

Yes indeed. could be. but make sure you have found such a world. with a black market on top of it. before you try. Otherwise you will find a black market, work your way through the irritating game to get access, and get told, 'hah, we have no interest in weapon components! We'd like fertilizer and pesticides and crop harvesters, though .... (farming world).
Make sure they want to buy the thing in the legal market before you waste time in getting to the black market. The black market here is about getting around too high trade laws, and not high enough a trade permit problem, not about getting around 'this planet doesn't want this sort of goods' problems.

I tought the problem was that it was being offered when explorers do not give it, when instead this explorer should have given it, just, due to a bug, didn't.

Hmm, if these conditional requirements are going to be a thing, it would be great if the General Description for Contact Services distinguished between "Services always offered" and "Specific individuals may offer these additional services"
