Yes, that's a fine place for a Zendu doctor to settle. He is not working in the Spice Hall, he is working on planet. He does not offer services or discounts to Star Traders, evidently, he has chosen another path. I would imagine that he is working with the poor and destitute of this crappy little world.

Yep. Just because there isn't an active clinic in the Star Traders district, does not mean that doctors can serve the Faction population.
