Seen it a million times still can't remember. If I was tortured with a hot iron, I would guess Military, or Warrant officer contact?
Anybody know?

There's no easy answer. Any contact that has the trait 'Pirates' and doesn't normally provide recruits can do it. But politicians still provide diplomats, and ex-Explorers still provice exo-scouts, etc. So Princes are a good bet, as are Prison Wardens, but just go around visiting people with the trait 'Pirates'.
