I'd expect this to be a stackable after-ship-combat choice, like 'expert scavenger' and 'loyalty rousing' and the mechanic talents for ship repair. But I never get a choice to use this. Is it firing automatically, or what? What if my weapons aren't that damaged?

grävling - this one looks like a case of "too narrow application" ... the Talent is only available if you actually defeat Military Officers, and their hull has to be in tact. In that narrow case, it seems to work, but I'm concerned that is just too slim of a band. Maybe it needs to be expanded to any enemy vessel? Thoughts?

I thought that 'a military vessel' would be any vessel that wasn't a smuggler, merchant, explorer or star trader -- not just ones commanded by military officers. Bounty Hunters, Zealots, Spies and Pirates are all 'military' in my book, which is why I thought the talent wasn't working. With that slim band, no I wouldn't be taking that talent, except that gunners are remarkably short of talents compared to other professions. Targetting lock is nice, but right now if you want to stock up on talents for blasting the heck out of enemy ships, Pilots do almost as good a job, and you get nice pilot and navigation bonuses out of them, which you need, instead of gunnery and ship ops, which I generally have a surfeit of even after stocking up on the best weapons the starports can provide.

grävling - I like your read of what a military vessel is. Will update! E-Techs, Gunners, and Crew Dogs are top of my list to get 1-2 new lower level Talents. They simply don't have enough options atm.

I'm not sure I would consider Spies as military. Especially in consideration of this particular talent, which strips weapon components. Even though they may have military rank, spies aren't really an offensive type job so probably wouldn't have an offensive-focused military vessel? But I'm okay with however you'd like to interpret.
By the way, if you are going to be working on new Talents, I'm really hoping someone (does not have to be one of the existing jobs) will be getting "remove a risk card" Talents for Patrol/Blockade. Right now Gunners are the only job with it. If it weren't for these two Talents, I would never hire a Gunner.

Pirates have, for Blockade a replace risk with Merchant card which is nice. And the Military Officer talent for Patrol, replace a card with a rep bonus card, is even nicer. But yeah, those talents are why I hire gunners these days too, not for shooting up enemies, which leads me to believe that the gunners should get some more offensive sorts of things to do.
And I would be fine with spies being left out except that too many of my captains have been killed by spies in ship combat, so they seem to have offensive military weapons to me ...

I think that 'Loot Armory' and 'Stiff Salute' should have the same idea as to what is a military officer.

The intention of Stiff Salute is 100% military-to-military Talent. I can't imagine it expanded to Spies or Pirates. Maybe Zealots, but even they are less likely to respect a Military Officer of another Faction.
