Unless you are familiar with the game, you might think that you need to help the Senate Liason get the position in the Cadar Syndicate so he can give you the permit -- so you would waste time doing missions for him when the problem is that you need to find a Prince, or a Smuggler Prince. And I suppose a regular Merchant could get you a level 3.

So I would rephrase that as:

We already hold the highest rank of trade permit (Free Trader) that Senate Liasons are allowed to grant. To obtain a higher rank, we will need to seek out a Contact in a position of more authority.
