Need help understanding Talent range indicator.

See the blue buttons underneath the icons?  They indicate effective range.  I don't know how to read this.
What is the difference between the blue buttons and the gray buttons?

The dots are basically Range Position 5,4,3,2,1

Grey dots mean the Talent cannot be fired at that location. Blue dots indicate that the Talent can be fired at that location.

e.g.
for Raking Fire, you can fire this Talent at Ranges 3,2,1 but not 5,4
for Targeting Lock, you can fire this Talent at Ranges 5,4 but not 3,2,1

Note that once fired, the Talent will remain active/working for the stated number of Turns, even if you move outside the Ranges specified by the dots (i.e. those dots only affect where you can use the Talent, not a restriction on where they will work)
