Smuggler Rank(8) Talent, Illicit Notoriety = Black Market Access +1
I have 2 smugglers that will easily reach rank 8. If each of them has this talent will my market access = +2 ?

No, only one Talent is pulled for rewards at any given time (same as with Explorer, Blockade, etc)

No, Zealot only goes up to 5.
