 I used Commanding Sweep to stick this into the Patrol cards. There were no conflicts at the time. I don't appear to have received any extra rep bonus both from the traits of the 9 crew members who are Assertive, or the talents that I and a fellow officer have (Militant Patrol). Check and see that this is just because the Random Number God was limited in how nice he was willing to be to me, and not that there is a bug. |

Confirmed, just bad numbers. That card invokes Assertive Trait.
Each Assertive character has a Charisma % chance of activating on the card.

But does it make a difference how the card ends up on the table? I thought that the ones I was putting there by talent might somehow be overlooked. And both Militant Patrols were on cooldown? It can happen ....

No, Talents draw 100% standard cards, before any rolls are made.
