I'm a little confused by the Wiki zone Doctor service. Cell-2 says " Economy Rating". Cell-3 says " Government Rating". Are there 2 prerequisites or 1 for healing services? startraders.gamepedia.com/Zone_Services

10+ Economy rating is a pre-req. If this condition is met, there will be a Doctor.
The efficacy of that Doctor (i.e. Max HP) is set by Government. Government 1 = 15 HP, Government 2 = 30 HP etc.

The Economy Rating determines whether there will be a doctor on the planet in the ST district at all. If Econ is less than 10, no doctor. The Government Rating determines how good the doctor will be, assuming you have one. If the Gov is <= 7 you only get 15 x Gov HP, so a pretty poor result. 8s get you 140 points, 9s get you 180 and 10s get you 250.

Thank you both, big help! Following that logic; Moklumnue | (+5) Is more likely to have planets with 10+ Economies, more doctors. The +1 Government adds a healing bonus | Rychart | (+0) Is less likely to have planets with 10+ Economies, less doctors. The +4 Government is a significant healing bonus. |
Faction | Economy | Government | Devaltos | +4 | +0 | Cadar | +0 | +0 | Rychart | +0 | +4 | Thulun | +3 | +0 | Javat | +4 | +0 | Steel Song | +0 | +0 | Moklumnue | +5 | +1 | Alta Mesa | +2 | +0 | Zenrin | +1 | +1 |
Off Topic question: +4 Spice Bonus for Rychart and Steel Song. Why is this important?

Off Topic question: +4 Spice Bonus for Rychart and Steel Song; Why is this important? When your crew is unhappy, and you are in an unfamiliar area -- so you cannot look up in your atlas and see what planet has a high spice rating -- head for a Rychart or a SS planet, so you can spice your crew. The odds are good that you will be able to Spice them happy there. The amount of morale you get back is dependent on the quality of the Spice District -- and SS and Rychart have the best ones. Exactly how much improvement you get should get exported to the wiki, I think.

Thanks for that -- added the exact details -- "The amount of Morale recovered with each round of Spicing and Entertaining depends on the zone's Spice Rating. Half the Spice Rating is guaranteed in Morale gain, and the other half is rolled as a dice. Therefore, with 10 Spice Rating, you gain 5 to 10 Morale with each paid round."
