I've been playing with having contacts be an A or B choice, and while there are obvious advantages, I don't find they add up to the bother of discovering that your Politician contact is 12 hops away, when you want to hire a Diplomat as soon as possible. If you pick your starting contacts -- or some of your starting contacts -- for their recruitment possibilities, chances are you want them close at hand, and a member of your faction, rather than far away, and perhaps destined to already be an enemy by the time you can afford to go visiting.
If, in the contact select part of the template you could manually select 2 contacts (in addition to the free Prince) that you would like to have found in your starting quadrant, rather than have that be randomly determined, it would make selecting contacts with a higher priority more attractive.

Or perhaps tied to selection order. Earlier picks are closer, later picks are farther.
