I'm messing around with creating my own characters and have some questions.
The biggest one is whether characters can increase their skills and attributes. I haven't noticed this yet in the game outside of characters who have certain traits which allow them to grow in those abilities.
If they don't, or growth is very limited, from a min/max perspective it seems like it is always most advantageous to have skills and attributes as your A and B choices. Since they are more or less fixed through the coming game. The other things can all be increased through play. It especially seems like experience should always be put last, because that will come along the most quickly and naturally, but still contacts will be found and ships can be upgraded.
Am I missing something? Even if skills and attributes do increase throughout the game it still seems best to put them in the A and B slots since this will give the character the most fundamental early advantage that will carry on throughout the game.

Nope, you're not missing anything. As with any Priority creation system, you can get the most longterm advantage by putting the "permanent" items in the top slots. This means the starting game is harder and you'll get the payoff in the long run. You can shift the priority around to make the starting game easier.
While you say A/B Skills/Attributes is "easier" in the start, it definitely is not, compared to taking Exp A. At least, that's my experience after creating thousands of Captains.

Player data agrees. A/B skills Attributes/Skills is least successful configuration.
Exp A and Ship B == Winner

100% agree, however, that when you hit Level 32 you'll wish you had done Att/Skills as A and B.

Yeah it's definitely a min/max sort of thing. You are more likely to fail spectacularly at first, but if you get far enough you'll be stronger than a player who had an easier start.

Yeah, I tried a few captains starting with a cheap ship and no experience so I could max out the attributes and skills. I've never seen so many failed skill tests. That, combined with the limited supply of spice and beds, resulted in a very unhappy crew. I just couldn't catch up, I was leaving every planet with some crew still unhappy and/or unhealthy. This understandably resulted in lots of mutinies.
Speaking of mutinies, it's a real pain when you have a mutiny, pay off the crew or give them a raise, and them a few AUs later, before you've even managed to get to a planet, you get another mutiny. If I've bought them off, they should at least stay bought until I get to a planet and have a chance to fix the problems.

khearn - thanks for the feedback. We'll work on that balance, because a mutiny-cycle is pretty mean today. Once it starts happening it can be hard to even get to a planet a few AU away.

I think that if you max Attributes and Skills and put experience a the bottom you mostly just need to change your expectations a bit. Playing on Hard I don't have too much trouble getting them going but I just know that I'm going to have to spend a lot of time being an errand boy at first. So yeah, if you want to start out really aggressive you're probably going to have to max Experience and Ship but if you get a slow start, make more friends than enemies it's not so impossible to get started with low experience and ship. I mean in the beginning I just want to visit a lot of planets to figure out where are good place to buy and sell so I might as well get someone else to pay for it doing package runs.

So yeah, if you want to start out really aggressive ... Or you're trying to learn the game. The better you are at the game, the more likely you should be migrating Skills and Attributes to the top, imho. Then, migrate difficulty level up.
