If I'm not mistaken only explorer and exo-scout have talents that can help modify the explore card game. It would be good to have some other "common" crew members, i.e. those recruitable in most spice halls, who could help with that game. There are already common crew who can help with most of the other games. It seems like fighters might be a good choice for this, since it would allow them to diversify a bit and exploring is something of a boots-on-the-ground sort of activity.

Yeah, I've definitely noticed that when I do spying, I've got lots of talents to use to modify the cards, but when exploring, I'm lucky to just have a couple (and I onlyhave them because my captain started as an explorer).
But it does make a certain amount of sense. Spying, patrolling, and blockading are all ship-based tasks, so it's logical that a ship's crew would be able to contribute to them. While exploring on the surface isn't typical stuff for a starship crew.
It does sound reasonable that fighter types ought to be able to contribute to this sort of thing though. Although, they do already contribute a lot when it comes down to crew combat. Giving them a few exploration card based talents would create some interesting decisions for the player (which is always a good thing). Do I use this talent pick to make him better in crew combat, or do I use it to make exploration safer so we might avoid that combat?
Of course, if you want to specialize in exploration, maybe it makes sense to upgrade your barracks and hire a few extra explorers/exo-scouts.

Very intentional, yes.
