I've searched around the forum and I've discovered that certain missions require edicts and that maybe higher edicts pay more, but I'm not seeing the pay thing in the game. There is also reference to their being necessary for participating in a Duel of Assassins, but I'm not very clear on how those work either. Maybe edicts aren't fully implemented yet, or maybe I'm missing something somewhere.
Also I think a cool benefit of higher edicts would be rep loss mitigation for kill/capture missions. A bounty hunter is simply a tool of the faction. As long as they are playing within the rules of the system their actions are not taken personally.

Since Assassin and most of the Prisoner type missions are not implemented, its hard to find Edict-only missions. Talk to Prison Wardens probably.
Definitely a system that will continue to grow.
Rep mitigation is unlikely. Playing by the rules or not, you are still playing for the other side. The Faction dislikes you taking such a strong and violent stance against them. They dislike it. Rep loss.
