It would be great if I could recruit crew with special jobs like Doctor or Engineer from Spice Halls of worlds with super-high Econ and Pop. It would make sense for those kinds of people to be numerous on rich planets, and thus able to be found at Spice Halls and recruited. Also, I just want another way to get Doctor crew.
If you're concerned doing this would make rare crew jobs too easy to find, maybe have what kinds of special crew are available on rich planets vary by zone type. For example, while Engineers could be found at a rich High-tech Industrial world, you'd have to find a rich Tradeway somewhere in the galaxy to find Smuggler crew in Spice Halls.
Perhaps the availability of some special crew in Spice Halls could be based on other factors than Econ. Like, maybe Bounty Hunters can only be recruited from Spice Halls on worlds with high Military and Pop, and Spies could only be found where there is high Gov and Pop. This could make the player's choice of faction loyalty have a greater long term strategic impact. For example, if the player likes having more Spies in the crew, than they would want to stay on Rychart's good side, since Rychart controls the most worlds that have enough Gov to give access to Spy recruits.

resistor - this is already going on with every type of crew we are willing to hand out that doesn't come from a Contact. Pilots require 5 Starport Rating Gunners require 5 Military Rating Mechanics require 8 Starport Rating E-Tech appear on Lux Pop, Mining, High Tech, Refinery worlds that have 3+ Econ Navigators require Econ 6+ Soldiers require 3+ Military Pistoleers require 6+ Military Swordsman require 7+ Military Consider all the changes that have happened with zone stats since this list was created, I imagine it could use a sweep upgrade. However, the Spice Hall is not where you find doctors and lawyers waiting around to work. Contacts will continue to be the main source of highly qualified recruits.

I think it would make sense for Doctors to be recruited at a Spice Hall from either a gameplay or lore perspective. From a gameplay perspective, it is frustrating how ludicrously difficult recruiting Doctors can be. It involves quite a convoluted process. Step 1: Find a Chaesin. This often requires a dedicated search for Contacts that can take several in-game years, and sometimes it seems like a Chaesin doesn't spawn on the map at all. Step 2: The Chaesin is statistically unlikely to be from a faction you've been supporting, so may need to increase their influence. This can take several more years, and it is possible for the Chaesin to randomly die at this point, forcing you to start the search all over again. Step 3: Now that you've finished your exhaustive search and participated in many spying operations or became a veteran of several wars to build the Chaesin's influence, you now have to pay thousands of credits for each Doctor you want aboard. It's just too ridiculously hard to get Doctor crew. From a lore perspective, not every grav doctor knows a Chaesin, and some doctors may want to become spacers with or without a Chaesin's prompting. Where is the only place such doctors could go to be recruited as spacers? The Spice Hall.

However, our goal is to make it a Star Traders RPG game. That means using the Star Trader's setting!

Yes, it would be possible to occasionally find a trained doctor wandering around a Spice Hall looking to become a spacer or running from something. That would be handled by story events, not a standard recruit.
Finding Doctors who want to be crew is not intended to be easy.
