I've been thinking a lot about this one. It's more than one of my off-the-cuff RFEs. Though I may not love it quite as much the BABIES idea.
Anyways, what got me thinking about this was the need to address the symmetry of constantly getting stopped and asked to surrender and get inspected or looted, but never getting to return the favor. I know it would be a big add, but I think it would add a lot more sense to some of the mechanics.
So I think there should be a request to inspect option in the encounter screen assuming the right conditions are met.
Conditions:
The captain has military rank (level 6+?) or edict (Level??) of the faction that controls the quadrant or zone they are having an encounter in.
The opposing ship does not have rank or edict with the faction that controls the quadrant or zone they are having the encounter in.
OR the opposing ship is not flagged with the local faction (except for smugglers and explorers).
Repercussions:
Asking to inspect a ship will give very small rep loss with the ships faction (-1-2).
Results (1):
The opposing ship may refuse to be inspected, offering the captain the options to attack or retreat or potentially acknowledge given the circumstances.
If the player chooses to attack they will experience all the regular repercussions of attacking a similar ship.
Results (2):
The ship submits to inspection and you play a one time card game modified by the type of ship it is.
Positive Results:
Discover illegal goods: Gain low legality goods and + sm. rep with local faction.
Discover non-Permitted goods: Gain high permit goods + sm. rep with local faction.
Discover illegal passengers: Gain med. rep with local faction.
Discover illegal data cube: Gain med. rep with local faction.
Discover smuggler's case: Gain med. rep with local faction.
Discover Intel Records: Get intel
Conflict specific cards: Maybe give big rep or other options in a conflict.
Find nothing of interest: Gain nothing spend WF (this card might be fairly common, especially when inspecting merchants.)
Ship damage: Something goes wrong in docking, damage ship.
Crew damage: fist-a-cuffs break out, other crew has the plague, crew damage.
Crew combat: You are lured onto the other ship and ambushed. Probability would highest with pirates and most dangerous with military ships.
Rep Loss: You've interfered with a mission/cargo/passenger of the local faction and they're pissed at you. med. rep loss.
Others?
Final option:
Following the inspection another option could be given, such as loot cargo or press crew. Now that you're docked there's nothing to stop you! However it would result in sizeable rep loss with both the ship and local faction, because you're miss-using your authority. Maybe it would even result in loss of rank/edict.
