Whenever I encounter an Explorer by Patrolling, they always seem to start with -2 hostility. They give me a choice of battle, paying tribute, or surrendering and reporting me to their faction for the crime of keeping the shipping lanes safe. Why is this even a positive card if they act almost like pirates?

Took #ST-3723 to look at this issue. A positive card should not be giving ships with -2 hostility. Probably a mismatch somewhere in the card chain.

This is the hostile encounter card -- you're catching an unwelcome Explorer. They don't want to see you any more than you saw them.
You gained Rep and Experience -- now your job is to run them off before they exploit your Faction's Zones.

To be clear, I am talking about the Explorer card (the green one), not the random Ship Encounter cards. I'm pretty sure I am not getting any rep from it either. Maybe you are thinking of the Smuggler card?
