Give Navigator Tactics Skill Test Save Talent

I think Navs should get a Talent that auto-passes Tactics skill tests. Currently the only Job that has this kind of Talent is the MO, and it seems kind of silly that the player has to get an MO to harden themselves against Tactics tests even if they are a non-combat build.

Great feedback. HW Navs need another useful Talent to round them out. Will add.
