Getting a pardon can be pretty expensive nowadays, -71 rep is going to cost approx $171k.
Is there any scope for a Diplomat / Merchant talent that will provide a discount? Maybe something like a 10% + negotiation skill?
Captains have to pay for causing trouble, but perhaps a few shiney baubles and some sugary words in the right places might be pursuasive enough to take some of the sting out of it?

Acquiring Pardons is such a rare event that if there were Talents for reducing their price, the player would likely immediately retrain their Diplomat/Merchant after purchasing it. Maybe instead of adding new Talents for reducing Pardon prices, some old Talents should be made to cover Pardons? For example, maybe Diplomat's Silver Tongue could be used to reduce price of Pardon or rank, instead of just rank.

resistor - being able to pardon yourself at a discount is very powerful for merchant builds. Especially if you think about how STF is a cake walk in comparison to STRPG. -rep is from selling during a trade ban, and there is a cap on -rep if only trading (I believe -30). I just feel that grouping a discount pardon talent with an existing talent is too powerful. If it is separate then you half to ask yourself, "Do I want to be friends with everyone, or become strong friends with a few factions." But even then, you could simply pick up the second talent, and do both.

resistor - can't worry too much about retraining, because its a potential exploit for any large purchase. Buy a ship, repair a ship, buy a rank, buy an edict, buy a permit, etc. The $2,500 retrain fee is low enough that if you wanted to constantly retrain to get discounts for these, you could. Only option we've discussed about capping this is that Retraining would reduce the character to the XP requirement +1 for the level. So, if you were going to level 10 and 60% of the way in, you'd have to be willing to return to Level 9 + 1 XP and retrain.
