Soldier(11) Top tier talent: Fearsome Charge: Moving from buff to striking fear into the enemy.
An extraordinary hardened combat Soldier is able to fire a weapon under impossible conditions. A soldier reaching rank(11) alive fits this definition. Are you thinking, that's Hollywood movie crap? Audie Murphy not only did the impossible but starred as himself in the movie.

If balance is a problem perhaps a -15% Ranged Accuracy debuff similar to the Full Auto Talent. Or a -15% Dodge?
The logic behind the Exo-Scout(1) Agressive Advance is a good concept comparison.
The Pistoleer's Terrifying Accuracy, produced enemy laughter, and rude hand gestures, until a recent well thought out change to the talent was made.
