mousewheel scroll on factions and conflicts page

if there are multiple conflicts that a faction is involved in, and you also have several charter badges, you may want to be able to scroll the main window to view all of these.

At present, the mousewheel only scrolls the list of factions regardless of the mouse position, it would be great if the mousewheel scrolled the screen it was over instead.

Thanks for the feedback. Currently a deficiency in the support for mousewheel that we cannot address. It happens on all split screens. Hopefully we can improve.
