The UI change would be irritating here so it likely isn't worth it but...
Ship combat talent:
Efficient Orders +5 range change +5% Defense 30% + Command chance of enabling a second talent to be used next turn. 3 week cooldown

drspendlove, keep in that mind that Talent use is symmetrical, so the enemy would be able to use such a Talent on you as well. What you described is pretty overpowered.

Only one Talent is used a turn so it isn't something we will add.

In order for this to work it will need a equivalent opposite talent to deny this. Potential exponential accelerators like this one can be easily abused.
