If I sell general intel to a contact the intel info tells me the sale would negatively influence all opposing factions of the currently active conflicts. The actual influence on conflicts is totally different though. In this case Cadar is gaining 4 in a spy war, losing 5 in another spy war and gaining 4 in a trade ban. In other cases I sold intel to the winning faction in a trade ban or other conflict and they actually lost score. Intel related to a single conflict seems to influence only that single conflict but general intel is all over the place.

I suspect that the game should just not generate "Intel Records for the Templar Order" which I suspect is a big part of the issue here.

This happenes with intel from all factions that is not related to an ongoing or expired conflict. Not just Templar intel, but I don't see it that often. Guess it came from a landing intel talent. Seems it's not only general non-conflict related intel that can influence conflicts in in the wrong direction. Just sold intel related to an ongoing conflict (De Valtos - Zenrin Spy War, Zenrin winning) to a De Valtos Warrant Officer and De Valtos lost score in the spy war. Sometimes there is intel with "All alliances end and someone will come out on top.". Does that mean there can be intel so important that it ends conflicts early? No conflicts ended after selling it though.

Very interesting feedback. Definitely missing some of the key details, because obviously selling Intel into Conflicts is working well for hundreds of players daily -- and I just tested this expired Conflict intel with a different (and non-buggy) result here in 3 games on 2 platforms.
I will do my best to puzzle out what exactly is going on with your particular scenario and try to find a solution that helps resolve it for your save.

No conflicts ended after selling it though. This is just game commentary on the nature of alliances and actions that give one faction or another an advantage. We found that a few players felt like all actions in alliances should be mutually beneficial and there there is "no winner" in an alliance. STF's neo-feudal system disagrees with that strongly, so we added some text to clarify.

"Expired Intel" does not seem to influence conflicts. This is working as intended I guess. But the "General Intel" I'm having issues with is a different type. It's not just on one save or for a single contact/conflict either. > saved game files < Both captains are at systems where they can sell their intel. The lvl 31 captain selling general intel to De Valtos negatively influences their trade alliance. The lvl 20 captain has the Templar and other general intel that influences Cadar negatively in the 2nd spy war (example from first post).

We found the bug on this one and will address it in an upcoming release. Update #80 has already sailed, too late to catch that boat!
