Percents and Dice aren't always clear

I *think* I know how this works but... Ship components like the ECCM (spelling?) component that adds +4 Escape are adding Strong Dice, not +4% on whatever successes you get, right? While talents like Sharp Steering add 15 + 10 = 25% to your successes for escape. This isn't entirely clear in the game or wiki (yet) to me.

"Escape Bonus and Range Change Bonus as Strong Dice" is what the wiki lists for escaping-specific bonuses.

Do I have it correct? Components add dice and Talents add percent? I think some components might actually be adding percents too though...
