The wiki currently states: A Ship whose surviving crew is reduced to less than 20% of maximum cannot be operated and surrenders.
Does this victory apply if, say, 81% of the crew's morale hits 0? Or is this one only if 81% are dead? (I know other victory conditions apply when morale drops low, such as not contributing to Pilot or Ship Ops. But what about this particular one?)

The key word is "surviving". This is a victory condition about having 20% of your crew still alive.

Crew stop contributing combat pool below a morale threshold, so you can win via Morale damage but you don't need to break the spirits of 80% of the ship.

This is a really great way to win, and both of these victory conditions were rolled into one check in ST RPG. The variety of conditions in STF provides a lot more synergistic opportunities for the player to build strategies to gain advantage over opponents.
