If you have a rep 15 with Blue Ox and ask Victor for a reward -- he gives you the greeting message, saying welcome now that you have worked your way up in the Blue Ox for a while. He says you will fit right in.
But if you ask him for work, your rep isn't high enough yet, so he says, *sorry, no work'.
Things need to be changed so that these figures agree, and he won't give you the 'welcome and it will be a pleasure to work with you' message until you have enough rep to actually get work.
Before your rep is this good he tells you that you need to show that you want to be part of Blue Ox, and this is what he should continue to say until your rep is such that you can actually get work. Otherwise, a new person would think that they had made the rep requirement and there was some other sort of hold up in getting jobs from Victor.
