It just seems to be this one planet. Default map in the Farfallen Rim.

Ok, that's visibly caused by the mistake in the map file -- the planet shows De Valtos ownership while a Cadar zone sits on it.
As its the default map, this bug is filed away for Map Seeds V2.

I believe this is fixed in the latest version of the default map.
