My level 6 doctor has the meticulous care trait.
20% chance to gain permanent +1 Doctor Skill Bonus when leveling (max 12)
I cannot remember what his stats were when I first became captain, and he was a level 2 officer (D experience), but he is level 6 now, and a 5(11) doctor, and I think I would have remembered if he had started out with those good stats. So the meticulous care points are going in the (11). Does this mean when he reaches (12) that will be it for him, or does it mean that he could someday become an x(x+12) doctor, instead of the 5(5+6) doctor he is now? Or does it mean that he could become an (12 + whatever-he-started-with-that-I-cannot-remember-now) doctor?

If you hover over the Skill, it does explain the notation.
5 (11) = Skill from Job (Final Skill Value)
Therefore, the bonus you currently have is +6.

I must be clumsy with saying things. I know that the bonus I now have is 6. I think I started with a bonus of 4 as a level 2 char. Those 4 had nothing to do with the meticulous care trait, he just was born that way. At any rate, that captain's days are over. He cannot get the unlock I was aiming for, because Clan Javat just stuck him in prison and the time is up. So maybe it is better with a picture. New captain. I got a greedy drunk as a Quarter Master. Right, fire this one and see if we can find somebody with officer potential on my crew. That looks like an officer to me. Promote this one. Now she is starting life with a Negotiate bonus of 6. She could get more from her Mediator trait. Let us say that I roll like a Goddess, always hit that magic 20% chance, and 12 levels later -- what is her bonus in Negotiate? 18, the 12 from the trait plus the 6 she has now? Or just 12, therefore 6 times rolling like a Goddess did me no good because she was already maxed out?

+12 means that the bonus can, at maximum, go to +12, regardless of where you started.
