Should I promote somebody based on attributes, or do only traits and skills matter?

I should have specified non-combat officers. I've found a contact who has a given me a doctor recruit. 2(6) tactics, 1(7) negotiate, has meticulous care trait and and I just discovered a second trait Mediator (which is probably why negotiate is looking so well now). But his highest attribute is 16. I'm upgrading my ship to one that can have another officer. I cannot see the downside of making this one the officer since I don't plan on letting him wander around the starport without an armed guard, and would never send him into combat. But I wanted to check if there was some reason why this might be a bad idea.

Some talents are impacted by attribute levels. However, they'll say so if they do.

Depends on the Job you're interested in. Charisma and Wisdom are the most common Attributes to appear in Talents.

Yes, when a talent is fired it uses the Attribute of the character that used the talent.

It is worth saying that, other things being equal, getting more hp on officers, which is controlled by attributes, is a good thing. That's true for all crew and especially true when you're doing a lot of ship combat. Those extra 10-30 hp points can be the difference between losing an officer in ship combat or failed travel test or not.

Ok I'm officially confused: Wiki says only captain's attributes matter.

Could we please have the wiki be clarified to specify when crew attribute is used?

Is it clear to say that, only the captain's attributes are taken into account in the various skill checks that you face in card games, missions and deep space tests (actually not 100% sure on the last one there, maybe only skills are tested there.), but Officer's and Crew's attributes are used when they impact a specific talent that a crew member is using?
So, if you have a Quartermaster Officer, their Shrewd Dealings talent gives you a [Charisma + Command]% to discover a contact's hidden trait when accepting a mission. Since it is their talent, their Charisma score is used to calculate the chance of success.
Officer/Crew attributes are also important in determining that characters max HP and Morale points and then, of course, attributes are important in combat as well.

I don't have a game open now, but if the talent uses Charisma, it will pull from the character who has that talent not the Capt. So, Yes.
