I would like the option basically to be passive when it comes to movement. I know that some enemies are very likely to advance and I would be happy to allow them to do so. However if I chose not to move and I win movement rolls they can't advance. As it is I have to spend RP to move forward even when they are trying to move forward. Letting an enemy advance on you seems to make a lot of sense tactically. The risk would be that we misjudge the enemy's intention and allow them to retreat or escape instead.

Seems like being passive would be a great way to have your foe get a critical hit bonus on you. I think the game abstracts away smaller tactical adjustments that prevent such, and those get put into opposing rolls on range change.

Since you can only move forward 1 range, even if both succeed, if you want to move then you must give the order. Otherwise, you are giving the order to stay put.
