Void/Rad Shield-Pulse components give Shield, not Armor

There are small components called Void Shield-Pulse Booster and Radiation Shield-Pulse Booster that give +20 resist to void or radiation damage respectively, and also give +10% Armor. Going by their name, shouldn't they give a Shield bonus instead of Armor?
