I think the game could do with a second ship for starting at D class. The non-Scout Cutter ships of its same mass are far too powerful, except perhaps the Dart Jammer. Here's my idea, based off of the Scout Cutter Base. I'll list Scout Cutter stats for a baseline.

Tiny amount of additional hull (This is a specialty light warship, so a little extra may be a nod to that.)
Worse Cargo Hold
No range 5 weapons but instead has ultra-accurate dual Railguns, one of which is a level 5 Railgun! This is made so accurate by the twin Sensor Arrays. The theme of this weapon should be around blasting holes in ships from mid-range with its high-power dual weapons and nothing else. The distortion fields that are likely to follow are a large part of survival for this ship. Also the electronics meta gives this ship enough defense to battle larger craft with some effectiveness. But if it takes hits, especially to that high-power railgun, it had better find a way to escape or it's all over.
A Pilot Assist Module is replaced with a Defense Matrix 1. This bonus will actually shine a bit more versus other small ships with the way the bonus defense % is additive instead of multiplicative. In any event, it solidifies the strategy around using electronics to predict and address enemy attacks. It is more vulnerable to deep space piloting events though!
The weapons locker is upgraded to level 2 because I imagined we'd have a tiny bit of money left over but if I'm mistaken, just take this back down to level 1.
