Quick suggestion to adjust the starting ship - Front ier Liner As you can see... if you build it using any captain experience setting that has level 1 crew, the ship is actually under crewed at the start. You actually need to fire someone and hire some Nav skill on day 1.... whut?! My simple suggestion is to remove one of the weapons (really, any will do, this thing has more than are necessary) and one of the Gunners. Replace a Gunner with a Navigator and the gun with something very cheap... like a Reinforced Medical Chamber, Sensor Array 1, Reactor Spike Module... really, anything. I think the medical or sensors make the most sense as this ship is supposed to be more ship combat focused than some of the others in the class. Cheers,

The scout cutter situation is worse. If you take experience as your A choice, you cannot get any better than this, you still end up understaffed in gunnery, navigation and electronics. My only suggestion is 'fly a juror instead' which isn't all that constructive ...

Reducing XP to E is going to cause issues with ship builds. You may end up understaffed, confirmed.

I always start with a Juror or Scout Cutter, because if I started with a better ship I'd miss the fun of upgrading out of a Juror or Scout Cutter.
With a SC start, sometimes I replace the fighters. Sometimes I replace the gunners. Usually I just put up with the poor stats.

Reducing XP to E is going to cause issues with ship builds. You may end up understaffed, confirmed. But that's not the problem with the scout cutter. You end up understaffed when you have XP as A.
