I know the devs have stated before that it was never really their intention that players would uninstall all weapons from their ships. But you gotta know we're going to try to find every way to break the game that we can. When I do this though, I still tend to keep a gunner or two around for Meteor defense and maybe the boarding skill (really not sure how gunners help us board from range actually? Are they firing crew directly at the enemy?), and the card game talents. In the spirit of realism and masochism, it seems like these talents should not be useable without guns. Making gunners useless without guns would be a pretty natural way to balance some of the benefits of uninstalling all your weapons.

When all my guns get shot up to hell by an enemy and are unusable, I do not wish for Boarding Assault and Disarming Sabotage to go away. The only hope I may have for surviving is to board the enemy and kill 'em that way.

Yeah that would be a bummer. Maybe it would check at the start of combat if you have guns and the talents would stay then. Or maybe you just need to not let your guns get shot out.

This is definitely a misrepresentation of our statement We were surprised and pleasantly pleased. Those Talents will not be disabled if you lack large scale capital weapons.

Oops sorry. I wasn't intentionally trying to misrepresent you. Guess I read it differently than you intended. I will tell my gunners to relax and continue destroying meteors with their eye lasers.
