The pink squares are indeed the optimal range. But that really does mean optimal range. If you are targeting something closer than the pink square, your accuracy drops rapidly. Your best shot is always at the optimal range. The further your target is from the pink squares, inside or outside, the lower your accuracy.

Awesome, now it makes sense. I thought anything within the optimal range was good. But if it was like that sniper rifles would make great close combat weapons. I'll just have to remember to switch to the Raptor. Thanks for clearing that up for me!

If your optimal range is 3, then 2 or 4 will both miss equally often. I would like it better if handguns were best at optimal, not very good at inside that number, and awful at outside, while rifles were best at optimal, not very good at outside, and awful at inside. The submachine guns can be awful at inside and outside, only good at optimal, I think.

Is there a runner/ally class that can use shotguns? I have AgentEx, Gunslinger, and Hacker Allies and none of them can equip shotguns.

No, and Snipers cannot either. I think a hacker with a shotgun would be a really good idea. But no Ally can as of now.
Note that this is not entirely class based. The cyberswords you can hire from LoS V and Fennian want to use clubs and cannot use taser gloves -- for the cyberswords that Mars and Bravestar have in their back rooms, it is the reverse. Make sure you try one of those out armed with a blue taser glove while experimenting with allies.
This means that in the future we could have shotgun wielding Allies of some sort.

Then we would equip our Hacker Agent X and Face Runners with top of the line CyberClaws. When that stopped being possible I stopped having Face, Hacker and Agent X Allies. It was just too hard to keep them alive. Easier to train a BS/Mars cybersword or a Sniper Ally to be good at hacking or negotiation .... But I do miss those days when my Faces had claws....
