Hostile AI and surrender

I notice when I'm spying on a faction and encouner a military or bounty for that faction, even if I have permit/rank the ship will be hostile an the "aknowlege" will be changed to "surrender". Makes sense. They catch me spying on tiher faction, so they turn hostile. But if I encounter pirates when spying, they also are hostile, even wih permit/rank. Why would pirates care if I'm spying on their faction? They have no legal authority, no desire to enforce law, it doesn't make sense. Further more, f I'm spying on a faction and encounter a pirate of another faction, they will also be hostile (with the "aknowlege" changed to "surrender"). Why would they alwayes turn hostile because I'm spying on a faction that isn't there's? And I have permit/rank with them! It just doesn't make sense. I have a permit with both factions in a spy war, helping out clan javat spying on steel long, and a clan javat pirate comes in and is hostile toward me

Furthur more, I notice when I surrender to enemies, even if nothing happens, I lose morale. Why is this? If apon surrendering, I get wounded, some of our stuff gets taken or som other penalty happens, then I could unerstand But if nothing happens, why would the crew care?

Also, I though Negotiate and Intimidate helped prevent morale loss when surrendering. But I've been putting some points into negociate and intimidate and I still alwayes lose morale whenever I surrender to a warship that caught me doing surveillance. Am I wrong about what negociate and intimidate does or are they just not high enough yet to make a diference?

This is my first time playing as a spy so I d really apreciate if I could get some help from someone who would know more about this *cough* cory *cough* *cough*

starfixer - thanks for the questions. "Putting some points" into Negotiate and Intimidate is a little vague. What are your stats and do you know the levels of the captains you are surrendering to?

My stats are intimidate 20 negociate 21. And it doesn't matter what the lv is. I lose morale no matter what

The thing that frustrates me most thugh is that piraes of that faction, and even of other factions, will be hostile towards me even if I have warrent permit and rank with them. Please change

I just ignore them and they leave me alone and go away

Not if you encounter them while doing surveillance. They'll chase you across the quadrent then
